Japan's foreign minister : North Korea is preparing for a nuclear test.

In a speech held in the Japanese town of Kochi on March 31, foreign minister Kōno mentioned ongoing work at a North Korean nuclear test site where it seems that damage from an earlier test is being urgently repaired.
