For a basic evaluation of China's new foreign policy you should read that article: Chinese defence minister in India, part of effort to ease tensions, published by The Hindu Business Line on September 4, 2012.
News from India come on the same day when U.S. Secretary of State Hillary Clinton arrives in Beijing for talks about recent disputes between China and other countries over territorial claims in the South China Sea where she proposes a "code of conduct" for the parties involved. Even though her hostile remarks about China have reached her Chinese counterparts, she will be granted a highest-level reception in Beijing.
For a better evaluation of the U.S. position in the actual conflict, you should refer to the following article published by the Los Angeles Times on September 4, 2012: Clinton draws criticism from Chinese ahead of talks.
